Role Summary
Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirement specifications. Not only possesses full technical knowledge of most phases of systems analysis, but also considers the business implications of the application of technology to the current and future business environment. Bachelors degree in Computer Science or a related discipline, at least six, typically eight years of solid, diverse work experience in Healthcare IT.

Major Duties
Summary:
Support/Lead the functional requirements process thru comprehensive and technical systems analysis of highly complex and visible Client Global Health Benefits – Information Technology projects.
Job Responsibilities:
– Key participant in Business Requirements walkthroughs to ensure clear and concise & measurable business requirements.
– Support and contribute to Functional Requirements definition via facilitation, use case-driven workshops & requirements traceability while conducting required walkthroughs to ensure all business functionality will be delivered via the system solution/project.
– Develop and design future state business processes.
– May lead and participate in activities to support projects testing phases (ex. functional, system, integration, performance, release-level testing) including the defect management process.

Experience/Knowledge Requirements:
– B.S. in Business or Management Information Systems or equivalent work experience, typically six or more years of solid, diverse work experience in IT within the healthcare insurance or employee benefits field.
– Demonstrated solid knowledge of systems development life cycle; particularly in contemporary requirements elicitation, analysis, traceability & verification.
– Demonstrated extensive systems analysis and design experience required via identifying & implementing business and technical solutions. This should include modeling skills, to represent requirements information in graphical forms that augment textual representations.
– Demonstrated extensive knowledge and experience required to support complete life-cycle testing (integration, functional, user-acceptance, regression).
– Must understand and demonstrate Database concepts, SQL query techniques and application architecture.
– Experienced in the design\development of the user experience with knowledge of usability best practices.
– Works with other internet applications to ensure consistency between applications
– Experience with HIPAA 5010 and Patient Protection and Affordable Care Act (PPACA) health care reform projects a must.
– Experience with Business Process development and design.
– Experience with Customer Relationship Management (CRM) tools a plus.
– Experience with document imaging and workflow tools a plus.

– Interviewing skills, to talk with individuals and groups about their needs and ask the right questions to surface essential requirements information.
– Listening skills, to understand what people say and to detect what they might be hesitant to say.

– Analytical skills, to critically evaluate the information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a more general understanding, distinguish presented user requests from the underlying true needs, and distinguish solution ideas from requirements.
– Facilitation skills, to lead requirements elicitation workshops.
– Observational skills, to validate data obtained via other techniques and expose new areas for elicitation.
– Writing skills, to communicate information effectively (simply, clearly, unambiguously, and concisely) to customers, managers, and technical staff.
– Organizational skills, to work with the vast array of information gathered during elicitation and analysis and to cope with rapidly changing information.

– Results oriented with high regard for personal accountability.
– Ability to work independently and take initiative.
– Team player.
